REVEALED: Gov Obiano Begins Implementation of Secret Agreement to Pay Victor Umeh N5.6 Billion
On October 20, 2013, Abusidiqu reported how the then candidate of the All Progressives Grand Alliance (APGA), in the September 2o13 governorship election, Chief Willie Obiano was forced by the party to sign a secret document agreeing to pay the sum of One hundred and twenty million Naira monthly to the party’s Chairman, Chief Victor Umeh.
The monthly payment which is expected to span the four year tenure of the administration of Chief Obiano if he emerges victorious in the election, accumulating to a total of N5.76 Billion is a reward for the support of Victor Umeh to ensure that Obiano emerges the governorship candidate as against the choice of a former Governor of the Central Bank of Nigeria, Dr. Chukwuma Soludo, who was disqualified by the parties screening committee to pave the way for Obiano.
Though, the parties involved in the secret agreement- Chief Willie Obiano, Chief Victor Umeh and the All Progressives Grand Alliance (APGA), all denied ever signing any agreement, latest report have it that Chief Willie Obiano who now sits at the Awka Government House has the governor of Anambra state has began the payment of the N5.76 billion agreement to Obiano as contained in the document they both signed.
According to Elombah, Governor Obiano began the implementation of has secret agreement by opening the state treasury to Umeh to fleece.
The payment, which Elombah broke down shows that a monthly payment of N40 million is paid to Umeh. “This is broken down into N10 million each for Umeh’s “personal welfare”, and 10 million Naira for running APGA at the National level, State level and running APGA at the Local Government level, making a total of payment of the sum of 40 million Naira monthly to the extremely greedy APGA chairman.”
The report said Party officials said however that the money which is paid into the personal pocket of Umeh is not used to run any of the party but for Umeh to boost his war chest in preparation for running for Anambra Central Senatorial election. Umeh has declared his intention to go to the Senate.
It added that Obaino in connivance with Umeh has killed the party in some Local governments, including Nnewi North. In a show of might, the governor appointed a sole administrator, Chief Emeka Ojukwu Jnr for Nnewi who we confirm has done nothing for the local government, but rather engages in the chase of all types of women for his insatiable libido.

“APGA officials complained to elombah.com that Obiano’s unholy marriage with Victor Umeh has ruined the Party and is one of the major factors why almost all the APGA members at the National Assembly deserted the party in droves and decamped to the PDP.”
Those that recently left the party includes Hon Uche Ekwunife (Rep, Njikoka/Anaocha); Hon Chris Akabogu, (Rep, Nnewi North/Nnewi-South, Ekwusigo)), Hon Afam Ogene, Hon Egwuatu (Ogbaru/Onitsha) and many others. They were received into the PDP last week by the ruling party’s national chairman at the Wadata Plaza.
It said it also gathered that the few remaining APGA members both at the National and State level plan massive decampment to PDP and to abandon the party to Obiano and Umeh.
Elombah.com can also reveal that almost all the contractors engaged by former governor, Peter Obi has left the state and abandoned the road projects awarded by Obi, following Obiano’s refusal to pay them. Abandoned projects include the Ugedo Road at Nnewi and road projects in Awka, the capital city.
Residents of the state complain that none of the projects purportedly flagged off by Obiano shows any sign of taking off. When Elombah.com correspondent visited Awka, there are no equipment or men at work at the much hyped three Awka ring roads recently flagged with much fanfare by the fun-loving and flamboyant governor.
The Governor we learnt is currently not in good term with the State House of Assembly members, who sees him as a non performing person and were rumoured to be nursing impeachment plans against him, before he hurriedly took them to the US for settlement.
It was at the retreat in the USA, that the Governor visited them and while speaking joked that the massive hip of the Speaker is tempting.
Elombah.com learnt that the Governor has taken to the Speaker, Rt. Hon. Princess Chinwe Clare Nwaebi to quell the unrest in the House, this has contributed to the unrest at the Anambra State House.
The members of the House have come to realize that the Speaker, Hon. Chinwe Nwebili is using them to curry favour from the Governor, Chief Willie Obiano.
Last week at the Executive Session of the House, the Speaker presented an already drafted motion to pass a vote of confidence on the Governor.
Members of the House rejected it on the ground that there was no need for that as Willie is not facing any problem from any quarters to warrant such.
Meanwhile, many journalists were there, having been invited to attend by Obiano press people in anticipation of the motion being passed.
Investigations reveal that the motion was prepared between Willie and Nwebili as a way for Nwebili to show Willie that he has the House in her pockets to do his bidding at any times.
As it is now, the accumulated sins of the Speaker against the House members have reached a boiling point. The House is not happy with her.
Every month, the Governor make available to her 90 Million Naira for the House members, but the speaker and Obiano’s wife share it. In return Mrs Obiano has convinced her husband on the need to support Nwebili for the House of Representatives.
Elombah.com has learnt that Obiano last week signed the appointment letter of the Speaker’s son, who is still at the Law School, as his Senior Special Assistant. Other House members now feel that Nwebili is using the House to curry favour from Willie.
