Its Absurd For Governor Liyel Imoke Not To Appoint A Transition Committee – Okoi Obono-Obla
It is conventionally and indeed tradition for a government that is outgoing to appoint or constitute a transition Committee to plan it handing over of the instrument of governance from to an on-going regime.
The essence or objective is to ensure that the programme of the change of baton from an outgoing administration to an incoming government is seamless and smooth devoid of any hiccup or rancour or misunderstanding.
The Transition Committee is normally require to prepare a handover notes or documents which will contain the asset, liabilities, contractual obligations etc. or generally the state of affairs of such outgoing government so that incoming government will have a general overview of the state of affairs of the government it is taking over from.
This is why President Good luck Jonathan constituted a 20 man transition Committee two weeks ago.
Conversely the President Elect, General Muhammadu Buhari is on the verge of naming a Transition Committee that will work together with President Jonathan’s Transition Committee to prepare handing over notes or documents of the state of affairs of the Federal Government of Nigeria for General Buhari.
Equally most of the outgoing Governors have constituted Transition Committees in their respective States that are working with transition Committees constituted by incoming Governors.
It is therefore curious that, Governor Liyel Imoke of Cross River State would elect to travel abroad at this point without setting a Transition Committee that will sit down with a Transition Committee appointed by the Governor-Elect, Senator Ben Ayade to prepare the modalities for handover of government.
It is preposterous for the Governor Imoke to think that he will simply handover to Senator Ayade without the necessity of preparing handover notes or documents prepared by the Transition Committees appointed by both of them.
This is another indication how much contempt Governor Imoke has for the people of Cross River State.
I think Governor Imoke has a lot of things to conceal concerning the affairs of the Government of Cross River State and this is why he has failed to constitute a Transition Committee.
Governor Imoke has a bounden constitutional duty and responsibility to tell us how the State stands financially and otherwise before he leaves office.
He cannot not keep us in the dark and expect us not to raise our voices.
Conversely, the Governor Elect, Senator Ayade must demand handover notes prepared by Transition Committees appointed by Governor Imoke and himself.
Senator Ayade must not give the impression that he is a lackey of Governor Imoke and keep quiet on fundamental issues such as the appointment of a Transition Committee by Imoke simply because he does not want to rock the boat.
Governor Elect, Senator Ayade should know that it is in his interest for Governor Imoke to brief him throughout on the affairs of the Cross River State before he formally takes over the reins of government otherwise he would have himself to blame when the heat is on him.
But somebody should tell Governor Imoke that Cross River State is not his Personal Estate and he cannot operate with such impunity.
